paypal은 US account를 만들 수가 없습니다. 미국 credit card 없이 설사 US account를 만들었더라도, verify할 수 없어서 많은 제약이 있습니다.
페이팔을 이용하여 이베이 이외의 다른 샵에서 체크아웃 할 때 미국 주소를 사용하기 위하여, funnyshopper는 이베이를 통해서 미국 주소를 추가하여 사용하시라고 알려드렸었습니다.
한국 paypal account에 미국 shipping address 추가하는 방법
그러나 이 방법이 이제는 몇몇 쇼핑몰에서는 불가능하게 되었습니다.

페이팔의 체크아웃 방식은 2가지가 있습니다.
1. 쇼핑몰에서 쉬핑 어드레스를 입력받고 페이팔은 단순히 돈을 대신 받아주는 역할을 한다.
2. 쇼핑몰이 전적으로 페이팔에서 체크아웃할 때 입력받은 주소로 보내준다.

1번을 택하는 쇼핑몰은 앞으로도 아무 문제없이 페이팔로 체크아웃 할 수 있습니다.
그러나 2번을 택하는 쇼핑몰은 쉬핑 어드레스에서 본인이 가입한 국가 이외의 shipping address는 disable시켜놓아서 더 이상 미국 주소를 선택할 수 없습니다.
대표적인 쇼핑몰이 shoebuy, eastbay 등입니다. 다행히 이런 쇼핑몰들은 한국카드를 받아주므로 구매에 불편함은 없습니다만
이제 이베이를 통한 주소추가는 페이팔의 쉬핑어드레스 정책이 변경되기 전까지 사용하실 수 없습니다.

다행히 이베이는 1번 결제방식을 택하고 있으므로 사용에는 아무 문제가 없습니다.

페이팔이 구글체크아웃에 밀리지 않는 세계적인 체크아웃 옵션이 되기 위해서는 더 이상 제국주의적 구분을 하지 않았으면 합니다.
사용자를 US와 non-US로 구분하여 샵으로 하여금 non-US user의 결제는 받지 않도록 하고 있으며, 이제는 non-US user에게 쉬핑 주소마저 미국을 선택할 수 없도록 하고 있습니다.
모든 쇼핑몰들이 1번 결제방식으로 바뀌었으면 하는 것도 하나의 바램입니다.

구글 체크아웃은 쇼핑몰에게 사용자의 정보를 주지 않는 옵션을 선택하면 쇼핑몰에서 US user가 아니라고 캔슬 시킬 확률도 거의 없어집니다.

PayPal does not currently support addresses from multiple countries on
the same PayPal account.

When changing your street address, you will be unable to change your
country of residence.   To have an item sent to an address in another
country, we are glad to tell you that you can enter the address in the
"Note" field on the "Send Money" page and ask the seller to ship the
item(s) to this address.

For your case, if you live in USA, I would like to suggest you to sign
up a new PayPal account by choosing US. Or please contact your seller
directly, to ask him/her to ship to the correct address.

Or you may have two accounts. One for Personal and the other for
Business/Premier account.

    이베이에서 아마존 200달러짜리 상품권을 189달러에 샀어요. 이유있는 가격이니 기분 좋게 곧바로 checkout 해줬어요

    근데 갑자기 이베이에서 셀러가 없어진 거에요. 그래서 곧바로 페이팔 클레임 들어갔죠.

    페이팔 클레임 결정도 빨리 나데요.. 문제는 덜 돌려받았다는 거에요.

    너무 억울하지 않습니까? no furthre action이라니요!!! 셀러의 계좌에 돈이 부족해서 못 돌려 받는 경우인데 제가 지불도 하지 않아서 너무 억울했어요. 그래서 카드사에 연락했어요. 내가 189달러 그은 것도 아직 결제가 안되었고 164달러 받은 것도 결제가 안되었으니 그냥 둘 다 안주고 안받으면 안되니? 하고요.

     

    카드사에서는 그렇게는 안되고 25달러에 대해 지불정지 요청을 해보겠다고 했어요.

    카드사에서 항의를 했는 지 페이팔에서 메일이 왔죠.
